Description
"4-H's primary funding source is not Washington County, but the US Department of Agriculture and the State of Minnesota. 4-H is a youth development program that brings federal funding for youth programs into the State. Because 4-H is a Department of Agriculture program, it can never be run or funded as if it were a private organization. What 4-H does is pool federal, state and county money with private funding from companies and individuals to operate and run the programs. Because the federal dollars are specifically tied to extension programs run out of land grant universities 4-H has to be part of the U of M extension program"
